Began his professional practice in the firm of Emeritus UNAM’s Dr. Ignacio Burgoa Orihuela, where he remained for 10 years.
Has more than 50 years of experience and proven track record in constitutional litigation, administrative law and constitutional rights trial.
In 1972, he participated in the founding of the Instituto del Fondo Nacional de la Vivienda para los Trabajadores, INFONAVIT (Institute of National Housing Fund for Workers, in English), where he served as Head of the Legal Department.
In 1975, he founded the firm Abogados y Auditores Asociados, S.C., which became the basis for what is now Cuéllar Salas y Cuéllar Steffan, S.C.
